Introduction

Before his career in higher education, Professor Bailey worked for 32 years in local government administrative positions. He has worked as an administrator or manager in village, township, city and county government. He also served as a sworn police officer for over 27 years and retired from that career after 19 years as Chief of Police. Concurrent with his career in public administration and criminal justice, he worked as an Assessment Team Leader for the Commission on Accreditation for Law Enforcement Agencies (CALEA), and conducted promotion assessments for the Ohio Association of Chiefs of Police Advisory Services. He has served in all of the elected executive board positions of the Ohio Association of Chiefs of Police and is a Past President of the organization. He was also a commissioned officer in the Ohio Army National Guard and the U.S. Army Reserve, where he retired with the rank of Lieutenant-Colonel. He is a graduate of the Police Executive ÍÃ×ÓÏÈÉúhip College, the Northwestern University School of Police Staff and Command, and the FBI National Academy. He is a Certified Law Enforcement Executive (CLEE).

He has been an adjunct instructor for ÍÃ×ÓÏÈÉú University, and The University of Cincinnati. He is currently an affiliated faculty member for Criminal Justice Studies at the Union Institute and University and an adjunct professor for the center for Public Safety at Northwestern University. In that capacity he has instructed throughout the United States and in the National Police Academy of Kosovo.

Research area and Interests

Professor Bailey’s research interests center on police organization and management and policing in local communities. His research includes assessment of collaborative  agreements and the impact of consolidations and mergers in local government. In  addition, his research has addressed intelligence-led policing and how it can improve policing services.
